Meeting Minutes

K. Metzler called to order the IWWC meeting at 7:35 PM.

D. Schreiber made a motion to seat T. Gutowski as an alternate.

New Business

W2007-32 Application for construction of a single family dwelling, driveway, septic system, well and site grading within upland review area 6 Kollar Road (Map 24 Lot 21)Owner/Applicant Lee & Elizabeth Florian (Received Sept 24,2007 Public Hearing by Nov 26, 2007 Decision within 65 days after close of P.H.)

Ed Pelletier the applicants engineer was present to discuss the application.  He stated that the Florians currently live in the old farmhouse on Kollar Road, which sits on 18 acres.  Mr. Pelletier explained that the family would like to make a cut of eleven acres to build a new home.  He stated that the home that they are in now is old and is full of plaster which causes health problems for her children who have allergies.  Mr. Pelletier went on to explain that there is an old logging road on the property that they plan to use as the new driveway.  Mr. Pelletier showed on the site plans where he needs to make a correction as the pump chamber is not outside the 70 foot line.  

K. Metzler asked if there has been approval for the septic.  Mr. Pelletier said that they do not have approval from the health department yet that there are a few minor changes that need to be done to the area first.  
K. Metzler asked if the location they chose to build is the only buildable area on the property.  Mr. Pelletier said that it is.  Mr. Pelletier went over the wetlands on the property and where they flow to.  

K. Meltzer said that he would like to have the town engineer review the plans.  Mr. Pelletier stated that building on any other location on the land would require crossing wetlands or filling them in.  The commission members looked at the site map to see the entire area and what wetlands are involved with this property.  

K. Metzler asked if this property is across the street from the old Mihaliak gravel pit.  Mr. Pelletier said that it is.  K. Metzler said that he would like Greg Blessing to take a look at the plans as he is not here tonight.  He stated that after Mr. Blessing and Mr. Acimovic look at the plans he will send Mr. Pelletier a memo from each of them with there thoughts and concerns.

W2007- 37 Application for activity related to 60 single family condominium project Winterberry Estates at River Road and Baxter Road (Map 10 Lot 21-DA ~Zone R80) Owner/Applicant: Willington River Corp.(Received Oct 22, 2007 Public Hearing or decision by Dec 10, 2007)

Hank Torcellini was present to discuss the application.  K. Metzler asked Mr. Torcellini to talk about all three applications as one as that is how the commission would like to treat them.  Mr. Torcellini stated that he would like the applications to be considered separately as he feels the four lot subdivision has no bearing on the other properties, as well as no impact on the wetlands.  

Mr. Torcellini went over the changes to the plans since his original presentation of the subdivision.  He stated that they have added drainage by River Road and behind the yellow house on River Road.  He explained that the water will now flow from the yellow house into the existing state drainage pipes under the road.  Mr. Torcellini explained that they have added a second catch basin going from Baxter Road to River Road.  

Mr. Torcellini explained the drainage improvements for the proposed condominium project.  He stated that they are using the same layout as they had proposed originally which is twice the size of what is required.  He stated that since the last application they have re-looked at the calculations for the water budget including water flow from all roofs and footing drains.  This water will also flow into the drainage system and will still not exceed the capacity of the system.  

T. Gutowski asked if they are submitted all three applications separately.  Mr. Torcellini said that they are.  The commission explained to T. Gutowski that the last time they made a decision on the applications they looked at them as one application.  Mr. Torcellini told the commission that he would like the four lot sub-division to be treated separately as it will not have any impact on the larger sub-division and that PZC will look at the applications separately.  

K. Metzler suggested to T. Gutowski that she review the minutes from the last time this application was presented so she can familiarize herself with what has happened so far.  

Mr. Torcellini discussed that there will be no increased flow off the property of the four lot subdivision.  He stated that there is going to be a public meeting to create a moratorium on subdivisions and would like to get this application to PZC before that happens.  K. Metzler stated that he feels that the applications are connected; he stated that he would like to speak with the town attorney to find out what they should do.  

Mr. Torcellini submitted a letter into the record regarding a request for reduction in fees.  

K. T. Gutowski asked if the town engineer has seen the new site plans.  K. Metzler said that he has not. He stated that they used another engineer for this project the first time.  She suggested using the same person and having him begin reviewing it right away so that he can provide comments for the next meeting.  

K. Metzler asked Mr. Ouellette if they could walk on his property when they do the site walk.  Mr. Ouellette said that would be fine.  

W2007-38 Application to install underground utilities and driveway construction ~in the Upland Review area at 21 Clint Eldredge Road (Map 17 Lot 40 Zone R80) Owner/Applicant: Jeff Daggett (Received Oct 22, 2007 Public Hearing or decision by Dec 10, 2007)

Jeff Daggett was present to discuss the application.  He told the commission members that he is planning on building an addition onto his home and would like to move the location of his driveway as well as install underground utilities which would require doing work in the regulated area.  

K. Metzler asked Mr. Daggett what his time frame is on this project.  Mr. Daggett said that he would like to have the foundation dug before the frost.  K. Metzler asked what the grading is like on the property.  Mr. Daggett said that it is level except for a slight incline where the proposed garage will be.  K. Metzler suggested agent approval.  



Old Business

Review of Operation and Maintenance for Storm Water Systems at Town Library at 7 Ruby Road

K. Metzler said that G. Blessing was going to send a letter to the library.  He said that they will follow up with him at the next meeting.

~W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

K. Metzler set a site walk for 11/18/07 at 11:00 AM

Approval of minutes
F. Dirrigl made a motion to approve the minutes with the correction that T. Gutowski was excused from the meeting.  D. Schreiber seconded the motion.  All voted in favor.  

Staff report and Discussion
The commission members discussed what they wanted to do regarding combining the applications for the large subdivision.  They discussed the increase water flow to the area if building does occur.  K. Metzler asked if he can call the town attorney.  The commission members decided that would be the best way to handle this.  

Adjournment

D. Schreiber made a motion to adjourn at 8:38, F. Dirrigl seconded the motion.
